The City of Santa Monica has contracted with the Los Angeles County Department of Consumer and Business Affairs (DCBA) to receive wage enforcement claims and conduct primary investigation of any claims.

Anyone can file a workplace safety or health complaint with Cal/OSHA if they believe there is a violation of a safety or health standard, if there is any danger that threatens physical harm, or if an imminent hazard exists.
Cal/OSHA investigates:
- Complaints of workplace hazards filed by employees, employee representatives, and others
- Reports of serious violations received from law enforcement
- Reports of accidents resulting in serious injury or illness or death

LA Civil Rights has the authority to enforce the City’s Civil and Human Rights Law, which prohibits discrimination of protected classes in commerce, education, employment, and housing.
LA Civil Rights does not have the authority to investigate complaints against public entities, including other city departments, or complaints related to discrimination in employment and housing which are encompassed by the California Fair Employment and Housing Act and within the jurisdiction of the California Civil Rights Department (CRD).
